Joint committee 319.02 is the Joint Subcommittee for education and housing establishments and services of the French Community, the Walloon Region and the German-speaking Community. It covers services for people with disabilities, youth care, specialised early childhood care and shelters for people in social difficulty in Wallonia, French-speaking Brussels and East Belgium. Pay, bonuses and leave differ by subsidising authority. Minimum wages last rose on 1 August 2026, by 2%.

This guide sets out, subsector by subsector, what you pay and grant as an employer. The end-of-year bonus has its own guide: the end-of-year bonus JC 319.02.

Who falls under joint committee 319.02?

The subcommittee applies to establishments and services recognised or subsidised by one of four authorities, and under most CLAs also to services with the same activity but no recognition, if their main activity is in Wallonia:

The Walloon and Brussels socio-cultural sector (such as CISP or integration centres) falls under joint committee 329.02, outpatient welfare and health services under JC 332. If in doubt, read finding your joint committee.

The full tables are on the pages JC 319.02 pay scale disability care Walloon Region, JC 319.02 pay scale Cocof, JC 319.02 pay scale youth care and JC 319.02 pay scale German-speaking Community.

What stands out per subsector. In Walloon disability care the guaranteed minimum wage is € 2,343.47. At the Cocof the hourly wage is based on 37 hours a week, and a household or residence allowance is added: € 1,589.50 a year up to annual pay of € 34,978.27, € 794.75 up to € 39,877.54. In youth care the employee also receives a special annual allowance paid monthly, currently € 155.67 a month for a full-time employee. It comes from the pay statute, which sets it at € 846.24 at 100% on 1 January 2019.

All sector scales are above the national guaranteed average minimum monthly income, which has been € 2,233.61 since 1 July 2026 for a full-time employee aged 18 or over.

When hiring, you set the pay in three steps:

  1. Find the function in the classification of the subsector your service falls under. Function numbers differ between the four scales: function 14 in Walloon disability care is not the same function as function 14 in youth care.
  2. Count the experience the employee brings, under the sector seniority rules. Experience with another employer can also count.
  3. Read the minimum wage in the right scale and check whether your subsidising authority funds or requires higher pay.

Indexation in joint committee 319.02 in 2026

Pay in JC 319.02 follows the pivot index, as in the public sector: each time the pivot index is exceeded, minimum wages rise by 2%.

DateIndexation
1 March 20252%
1 February 20262%
1 August 20262%

Only minimum wages. For all four subsectors the minimum wage database states that an indexation under the sector CLAs only indexes minimum wages. If you pay an employee above the scale, that higher pay does not rise automatically; only the minimum moves up. At every indexation, check that each employee's pay is still above the new minimum.

The next pivot index is set at 102.29 points. How indexation works in every sector is in wage indexation in 2026 and, for the outlook, in the January 2027 indexation.

End-of-year bonus in joint committee 319.02

Each subsidising authority has its own scheme:

SubsectorEnd-of-year bonus
Walloon disability care, social difficulty, social rental agenciesTwo indexed fixed parts plus 2.5% of the October annual pay
CocofThree fixed parts, one not indexed, plus 2.5%; for 2025 a one-off premium on top
German-speaking Community13th month equal to the November salary
Youth care and SASPEOwn pay statute, with the special annual allowance in monthly pay

Amounts, reference period and a worked example are in our guide to the end-of-year bonus JC 319.02.

Supplements for weekend and night work

Many JC 319.02 services operate day and night. For Walloon services the CLA of 22 September 2022 sets the supplements, calculated on an hourly wage based on 38 hours a week, even if your full-time week is shorter:

WorkSupplement
Saturday 6 am to 8 pm26%
Sunday and public holiday, all day56%
Night between 8 pm and 6 am, Monday to Saturday35%

The Saturday supplement cannot be combined with the public holiday one, and the Sunday supplement not with the Saturday or night ones. In youth care a 20% Saturday supplement between 6 am and 8 pm has applied since 1 July 2023. More favourable arrangements in your service continue to apply.

Worked example: supplements for a care worker in Wallonia

A full-time employee in function 14 with three years' experience in Walloon disability care earns at least € 3,056.40 a month.

  1. Hourly wage on a 38-hour basis: € 3,056.40 x 3 / (38 x 13) = € 18.56.
  2. 8-hour Saturday shift: supplement € 18.56 x 26% x 8 = € 38.61.
  3. 8-hour Sunday shift: supplement € 83.15.
  4. 8-hour night shift between 10 pm and 6 am on a weekday: supplement € 51.97.

These supplements come on top of normal pay for those hours and count as pay under the law: you pay them together with the pay for the hours worked. If you organise night work, the legal rules are in night work in 2026.

Leave and extra days off in joint committee 319.02

On top of statutory holidays, the CLAs grant extra days, again per subsector:

SubsectorExtra leave
French Community and Walloon servicesA day off on 27 September, the French Community holiday (in 2026: 27 September 2026)
Youth care1 extra day since 2021, a second from the year the employee turns 45, on top of 4 additional days from a 2007 CLA
German-speaking Community1 additional day since 2021, paid out if not taken

For part-time employees the extra days apply pro rata. In youth care the extra days must be offset by hiring, within the subsidising authority's budget. How statutory holidays and holiday pay work is in our guide to holiday pay in 2026.

Social fund and contributions in joint committee 319.02

The sector's social fund is the Fonds social ISAJH. Through the NSSO it collects, among other things, a contribution for training and employment of risk groups:

PeriodRisk groups contribution
Second quarter 20260.20% of gross pay
Third and fourth quarter 20260.10% of gross pay

You pay this contribution with your quarterly NSSO return. The total NSSO cost for an employer is explained in employer NSSO contributions.

Flexi-jobs in joint committee 319.02

Since 1 July 2026 flexi-jobs have in principle been open in almost every sector. You then pay a 28% special contribution on the flexi wage. A flexi-jobber must work at least four-fifths elsewhere or be retired. In care and shelter services, use also depends on the standards of your recognition. The conditions are in flexi-jobs in all sectors and in our guide to the flexi-job rules in 2026.

Pitfalls in joint committee 319.02

  • The wrong scale. The subsidising authority determines the scale, not just your service's address.
  • Assuming all pay is indexed. The sector CLAs only index minimum wages.
  • Calculating supplements on a 36- or 37-hour hourly wage. In Wallonia the basis is always 38 hours.
  • Forgetting the household or residence allowance at the Cocof. It depends on annual pay.
  • Missing your subsector's extra days off. 27 September does not apply to the German-speaking Community; the 2021 extra day does.
  • Treating the youth care special allowance as a separate bonus. It is part of monthly pay.
